REF has responded on the DECC consultation on the National Policy Statements and, in particular, to the draft NPS EN-3 statement for Renewable Energy Infrastructure. In our opinion, there are a number of errors, inconsistencies and incomplete guidance which causes us to conclude that EN-3 is not fit for the purpose it is intended, and should not be formally approved.
